Officer Kate Phelan grew up in Massachusetts and attended Bridgewater State University.  She graduated with a degree in English, focusing on elementary education. Prior to her recruitment to the Portland Police Department,  she worked with children who had severe learning, behavioral and emotional disabilities.  Kate is a member of the Crisis Negotiation Team and the Recruitment Team.  She now works evening shift for the department and covers a Deering patrol beat.

OFficer Drew Castonguay

ANSWERED THE CALL IN 2014

Officer Drew Castonguay grew up in Springfield, Massachusetts and after graduating high school, he joined the United States Navy. While in the Navy, Drew served as a Master at Arms, conducting law enforcement and harbor security operations for Portsmouth Naval Shipyard. After 4 years in the Navy, he left active duty to start a career with the Portland Police Department. He now works as a Field Training Officer on the overnight shift, is a member of the Honor Guard, and is a Defensive Tactics Instructor. Drew earned his associate’s degree in criminal justice in May of 2017 from Southern Maine Community College.

OFFICER jon lackee

ANSWERED THE CALL IN 2013

Officer Jon Lackee joined the police department in August of 2013 after obtaining law enforcement experience through several internships and a corrections officer position. He graduated from Husson University in 2012 with his associates in Criminal Justice. Jon is a K9 officer and his partners named is Dozer. Dozer and Jon patrol the overnight shift.

officer Ben Savage

ANSWERED THE CALL IN 2016

Officer Ben Savage joined the department in January of 2016, and attended the 30th Basic Law Enforcement Training Program. Ben was born in Burlington, Vermont, and moved to South Portland, Maine at a young age. He graduated from Thomas College Magna cum Laude with a bachelor’s degree in Criminal Justice in 2014.  Prior to working as a Patrol Officer for the department, Ben spent two summers working as a Police Cadet. Ben is currently assigned to patrol team B-5 (1pm-9pm), covering the Bayside area. He has attended multiple trainings on de-escalation, drug interdiction and street crimes.

officer zach grass

ANSWERED THE CALL IN 2014

Officer Zach Grass grew up locally in Windham, Maine. He graduated from Southern Maine Community College with an associate’s degree in Criminal Justice. He joined the department in 2014 as an experienced correctional officer. Zach was temporarily assigned to the Old Port Summer Footbeat where he built relationships within the community, while walking the beat.  He currently serves on C team, working overnights and enjoys spending his time off with his wife and son.

officer jeremy turner

ANSWERED THE CALL IN 2016

 Officer Jeremy Turner grew up in Portland and graduated from the University of Southern Maine with a degree in music.  Prior to being hired as a police officer in 2016, Jeremy worked 3 years for the department as a 911 operator and dispatcher.  He is also a member of the Honor Guard and currently works on the evening shift covering a Deering patrol beat.  In his spare time Jeremy enjoys spending time with his family and singing in a jazz band.

officer kyle forbes

ANSWERED THE CALL IN 2017

Officer Kyle Forbes joined the Portland Police department in August of 2017. He spent most of his childhood in Saco, Maine and has been immersed in law enforcement his entire life. His father is a K-9 handler for the Maine State Police and has helped influence his interest in police work. Kyle graduated with a Bachelor’s Degree in International Business from Assumption College in Worcester, Massachusetts. He worked briefly for a few financial institutions before being hired as a police officer. Kyle has a twin brother who is also an officer with the Portland Police Department. He works evening shift on the east end of the city and enjoys the fast paced environment. In his spare time he enjoys spending time with his family and stays active by engaging in various physical activities.

Officer JAke Gibbs

ANSWERED THE CALL IN 2017

Officer Jake Gibbs joined the Portland Police Department and attended the 33rd Basic Law Enforcement Training Program and graduated in December of 2017. Prior to working for Portland, he worked as a summer reserve officer for the town of Wells for two summers, as well as being a UPS supervisor. Jake is currently assigned to B3, working evenings Friday-Monday. He loves to spend time with his wife and dog, Boey.
